 High Level International Conference on the Mid-term Comprehensive Review of the Implementation of the International Decade for Action,
"Water for Life," 2005-2015

June 8-10, 2010

«…As the initiator of the International Year of Freshwater, 2003 and the International Decade for Action “Water for Life”, 2005-2010 Tajikistan believes that it is of paramount importance to expedite the implementation of the UN water agenda, and to supplement it with achieving the Decade goals. The World Water Day on March 22, 2010 will mark the fifth year since the commencement of the Water Decade. In this regard, Tajikistan proposes to hold on this day a High Level Dialogue of the UN General Assembly to discuss the implementation of the International Water Decade and the Millennium Development Goals on water and sanitation. This event can become a milestone to a midterm review of the implementation of the half of the Decade, and evaluation of progress in the achievement of MDGs. My Government has already put forward a proposal to hold in Dushanbe in 2010 a Conference for a midterm review, which would serve as one of the preparatory events for the UN Summit on MDGs 2010. I do hope that this initiative will find understanding and receive support from all Member States…»

2010 DUSHANBE DECLARATION ON WATER

 

At the beginning of the second decade of the 21st century, as result of increasing economic, social and environmental pressure and crises, freshwater has moved to the top of the international agenda as an issue for global concern and action. The vast majority of nations as well as major groups recognize that the proper venue for addressing such a planetary challenge is the United Nations, as the most universal and neutral international body in existence today.

Accordingly, the UN General Assembly adopted two important resolutions declaring 2003 the International Year of Fresh Water and proclaiming the period from 2005 to 2015 the International Decade of Action, "Water for Life".

The year 2010 marks the mid-point of the International Decade tor Action, "Water for Life" and provides an opportunity for a mid-term comprehensive review of achievements during the first half of the Decade, with the provision of policy guidance for the remainder of the Decade, with a view to accelerating progress towards the water-related internationally-agreed development goals.

Taking into consideration the importance of the full involvement of all relevant stakeholders, including women, children, older persons, persons with disabilities, indigenous people and other local communities, in the implementation of the International Decade at all levels, including its midterm comprehensive review, the UN General Assembly on 21 December 2009 adopted new resolution (64/198) that provides for:

  • High-level interactive dialogue (HLID) of the sixty-fourth session of the General Assembly on the implementation of the International Decade to be hold in New York on 22 March 2010, World Water Day;
  • High-level international conference on the mid-term comprehensive review of the implementation of the International Decade for Action 'Water for life' 2005-2015 to be hold on 8-10 June 2010 in Dushanbe, Tajikistan.
